A transfer is not a community release. Franklin County has separately described custody exchanges with ICE, so a county jail exit may require an immediate ICE search. Fulton County SAVIN Release Notices

Franklin County's local FAQ is the distinctive bridge between a Fulton case and PA SAVIN.
